Item was shipped quickly and arrived on time. Upon arrival, it became clear that the purchased item was a previous return and was not repackaged correctly. There were missing and/or damaged parts. The seller was responsive and ended up refunding me for the original purchase price. In addition, I was not required to send the item back to the seller as they recognized it was too far gone to resell. As such, my experience was nuetral. Ebay sellers use the USPS mule because it's the cheapest, and they offer FREE basic shipping so you can't rate their slow shipping in feedback. But you can comment on it. This item was purchased from a seller 10 miles from me. USPS picked up the pkg and sent it 200 miles away to a sorting center before it came back to the same post office in the sellers neighborhood where he dropped it off. WTF. Anyway, I got what I needed, an ID plate for an old mobile home I was selling.
