This was described as repaired but usable, however the frame is badly broken into multiple pieces as you can see in the pictures. There is no way this could be used as is, it needs to be actually repaired and then repainted. I'd describe it as more for parts.
The seller refused to do anything about this so I would suggest dealing with him very carefully if at all. He doesn't accept returns.
